Control of risk in transport of dangerous goods through urban street network
Abstract
We are witnessing a numerous traffic accidents in the transport of dangerous goods in both cities and outside the city areas. Every vehicle involved in traffic poses a potential danger. The risk of accidents is much higher if the vehicle transports goods that are explosive or poisonous. In particular, some goods are dangerous in themselves, e.g. self-inflammable, so that even without a traffic accident, they can cause material damage and injury to people. Special papers regulate the transport of dangerous goods, which should ensure the safety of those who perform transport, other participants in traffic and the environment. The severity of this problem is also indicated by certain United Nations bodies, and the European Agreement, called ADR, on which our regulations are based, determines in detail the problems of transporting dangerous goods. The aim of this paper is to show that operational research techniques, primarily dynamic programming and multi-criteria analysis methods, can be used as a contribution to improving the quality and safety transport of dangerous goods. As an example, a street network that drives a dangerous goods vehicle has been optimized, its path has been optimized according to the given criteria and possible locations for the storage of dangerous goods are given.
