Environmental monitoring - why, how, how much?
Abstract
Process of environmental impact assessment does not end with the adoption of a final decision, which is in the case of roads issue of construction or usage permit, but continues also during the construction and operation of the road, allowing feedback regarding the quality of decisions made, as well as gaining experience in order to have more realistic evaluation of certain factors. During environmental monitoring it is possible to diferentiate between monitoring, supervision and control or audit. Activities in the later stages of the life cycle are actually the activities that are often neglected, causing ignorance of the actual impact of a road project or of the whole road network on the environment and the inability to create a base for new research and analysis related to environmental impacts.
